Our Decision Making

Everyday, our team works towards achieving our community's Vision, Commitment and Objectives as set out in our Strategic Community Plan Our Future 2033We are committed to utilise our Decision-Making Principles in our day-to-day work.

Our Decision-Making Principles:

  • Is it affordable, and is it an effective use of Shire funds and resources?
  • Does is protect our environment, or align with our sustainability objectives?
  • Is it a community priority, or does it have wide community support?
  • Does it support local jobs, or will it provide much-needed local services?
  • Does it enhance our way of life, and keep our village feel?

Our Codes of Conduct

All local governments are required to adopt two codes of conduct. One for Council members, committee members and candidates, and one for employees. The codes have differing provisions but both set our principles and standards of behaviour that must be observed, such as:

  • Integrity and general principles of behaviour
  • Appropriate relationships with others and the broader community
  • Use of Shire resources and information
  • Conflicts of interests
  • Reporting breaches of the code and other statutory reporting mechanisms

Key Personnel

David King, Chief Executive Officer

David King commenced in the role of Director Assets & Sustainable Development in March 2019 and brought with him eight years of regional local government experience in the field. He has a strong customer focus and recognises the importance of delivering community needs and aspirations.

David holds a Masters Degree in Engineering, is a Chartered Professional Engineer with the Institute of Engineers Australia, and is a graduate of the Australian Institute of Company Directors course.

David was appointed as the Deputy Chief Executive Officer in August 2021 and acted in the CEO role for several months before his formal appointment as CEO in September 2023.

Robert Westerberg, Director Infrastructure and Assets

Robert Westerberg is our Director of Infrastructure and Assets, appointed in November 2023.

Robert has a diverse background, with experience in engineering consultancies, civil and marine-based contracting, and local government. He holds an Associate Degree in Civil Engineering.

Robert is committed to fostering collaboration within our community and delivering initiatives that will shape the future of Denmark.

Kellie Jenkins, Executive Manager Corporate Services

Kellie Jenkins has held the position of Executive Manager Corporate Services since February 2024.

With over six years of local government experience and a Master’s in Accounting, Kellie is a Certified Practising Accountant accredited by CPA Australia.

Committed to transparency, accountability, and innovation, Kellie prioritises community satisfaction while upholding corporate legislative responsibility.
