Rating Review 2020

The Shire of Denmark is undertaking a major review of the Shire’s rating structure in order to make the system simpler, fairer and more transparent. Once finalised, the review will inform the way that rates are calculated and applied within the Shire.

Whilst changes proposed by the review are due to take effect from July 2020, due to COVID-19 and the impact that it has had on the community, the Shire will ensure a 0% rate increase for ratepayers next financial year. A small number of property owners may still see a difference on their rate notice from last year due to changes in their property’s value or type as a result of development work (for example completing the build of a house on a previously undeveloped block, or adding an extension or shed to a property).

There are a number of engagement opportunities scheduled during May, with all ratepayers and community members encouraged to take part.

The sessions will explore the Shire’s recommendation to reduce the number of rating categories from fourteen to four and applying split or spot rating where one property is used for multiple purposes (for example a working farm that also has holiday chalets or a cellar door).  A simpler rating system, with fewer categories, will reduce lengthy administrative procedures and ultimately save costs for both the organisation and ratepayers. Furthermore, the changes outlined in the recommendation are underpinned by the community’s aspirations of increasing housing availability and affordability and stimulating the local economy.

Community Information Sessions/Webinars

The Webinars will be hosted by the Shire of Denmark online via Zoom and will explain the changes outlined in the Shire of Denmark’s recommendation. A short Q&A will follow the end of each presentation.

Stakeholder Focus Groups

The Stakeholder Focus Groups will be hosted by the Shire of Denmark online via Zoom and will be an in depth focus on the four recommended categories. The focus groups will be information based and offer participants an opportunity to provide their feedback for Council to consider.
